North Devon Council's Corporate Plan identifies housing as a key priority and commits to strategically planning and delivering housing provision that meets local need.

The Housing Strategy 2025-2030 sets out how the Council intends to achieve this ambition through three broad priorities:

  • Prevent homelessness
  • Increase housing supply
  • Improve housing quality

Homelessness Prevent Strategy 2026/31

The Homelessness Prevention Strategy 2026-2031 is therefore the next stage in delivering those commitments. It focuses specifically on homelessness and rough sleeping and establishes how the Council and its partners will work together over the coming years to prevent homelessness, improve access to accommodation, and provide effective support.

The consultation is therefore not simply about commenting on a document. It is about helping shape North Devon's response to homelessness and contributing to the first delivery plan for the strategy

Consultation Objectives

This consultation aims to:

  1. Confirm whether the proposed priorities aligned with government ambitions are appropriate.
  2. Better understand the causes of homelessness within North Devon.
  3. Identify barriers to delivering improved outcomes.
  4. Gather views on partnership working.
  5. Secure commitments from partner organisations.
  6. Inform development of the first 18-month action plan.

The consultation will take place between Monday 20th July 2026 and Monday 7th September 2026.

Next Steps

Following consultation, the final Homelessness Strategy will be considered by the Scrutiny and Policy Development Committee on 5th November 2026 and then considered by Strategy and Resources Committee on 16th November 2026 for approval.
