Residents, visitors and businesses in North Devon Council’s area are being invited to share their views on rules for dogs in public spaces, including beaches and green spaces.
North Devon Council’s Dog related PSPO came into effect on 1 January 2024 and lasts until 31 December 2026. It is now to be reconsidered with a view to being renewed
A PSPO enables the Council to help keep public places safe and enjoyable for everyone by setting clear rules on things like dog fouling, where dogs can go, and when they need to be on a lead.
This consultation gives people the chance to comment on:
Where dogs should or should not be allowed
Seasonal or time‑limited restrictions, including on beaches
Lead length and when dogs should be kept on a lead
Number of dogs exercised at any time
Current dog-related PSPO information can be found on our website at:www.northdevon.gov.uk/environment/dogs-in-north-devon/dog-controls
Please complete this short survey, it should take about 15 minutes or less with questions related to the proposal and a few ‘about you’. There will be the opportunity to add additional comments at the end of each section of the survey where you can mention any other matter relevant to this PSPO renewal.
The survey will start on 5th August 2026 and close on 30th September 2026

Background information
A report including the findings from the consultation will be presented to the Strategy and Resources Committee on the 16th November 2026.
Nothing in this order shall apply to a person who –
a) is registered as a blind person on a register complied under section 29 of the National Assistance Act 1948; or
b) is deaf, in respect of a dog trained by Hearing Dogs for Deaf People (registered charity number 293358) and upon which he relies for assistance; or
c) has a physical or mental impairment which has a substantial and long-term adverse effect on the ability to carry out normal day-to-day activities, in respect of a dog trained by any current or future members of Assistance Dogs UK or any other charity registered in the UK with a purpose of training assistance dogs and upon which he relies for assistance
d) has a physical or mental impairment which has a substantial and long-term adverse effect on the ability to carry out normal day-to-day activities and in the reasonable opinion of the Council that person relies upon the assistance of the dog in connection with their disability, or that of North Devon Council
The term “Assistance Dog” shall mean a dog which has been trained to assist a person with a disability.
The expression “disability” shall have the meaning prescribed in section 6 of the Equality Act 2010 or as may be defined in any subsequent amendment or re-enactment of that legislation”.
